Is TEA refusing to release public information because of politics?

Thousands of your tax dollars have already been spent on more than 800 hours of state employee work time so Texas can compete for billions of available federal educational dollars.  But, Governor Rick Perry says he doesn’t want Barack Obama’s money.  Okay, so why won’t the state’s education commissioner show you (the public)  what’s in that expensive draft proposal?  Could it be politics ?
